Provide  strategic direction and policy guidance on national development

1. Set targets, timeframes, indicators for national development
2. Appraise and endorse sectoral master plans
3. Appraise and endorse long term development and infrastructure plans prepared at provincial level
4. Identify and declare geographic areas of national strategic importance and formulate development plans for these areas
5. Identify needed legal instruments such as Planning Act, Regional Acts etc
6. Evaluate regular reports on performance of provincial development and make recommendations for improvement
7. Set guidelines for fiscal planning
8. Revise  national development targets to align with changing economic situation
